The Chinese Social Credit System between trust management and social engineering

The Chinese Social Credit System has attracted a lot of attention outside China in the past years. This is mainly due to the idea that it is an instrument of the Chinese government to install a nationally unified system of digitalised surveillance. This lecture will look at the historic, political, and economic origins of the Social Credit System and analyse the status quo of its implementation. Against this background it will discuss in more depth the system’s different functions and prospects. It will argue that by merely looking at the system as a surveillance instrument we might miss the forest for the trees.
